The City of Orting has two large rivers which are susceptible to annual flooding events that pose threats to life and safety, and may cause significant property damage. Large rivers are the Puyallup and the Carbon. Approximately 80% of Orting is located within the 100-year floodplain, consisting of nearly 2,000 individual parcels. Snow melt from the Cascade Mountain range contributes substantially to flooding, and ongoing development within the City and the surrounding areas continues to displace natural areas that have historically functioned as flood storage.

Following construction of the Calistoga Setback Levee, The City has been working with FEMA on revising the City Flood Insurance Rate Maps (FIRMs) to reflect the flood protection provided by the levee. The current adopted FIRMs, do not reflect this. In July of 2013 FEMA issued its revised Levee Analysis and Mapping Procedures (LAMP). The new procedures feature a more interactive stakeholder engagement process, and more options for analyzing and mapping a levee. These new procedures are now being applied to the Puyallup River Levee Systems in Pierce County.
Since 2016, the City has been working with a FEMA-led Project Team including FEMA’s Professional Technical Service Provider, Strategic Alliance for Risk Reduction II (STARR II), engaged impacted jurisdictions and levee owners/operators during the Stakeholder Coordination and Data Collection process. The purpose of this initial engagement was twofold: (1) to discuss the levee analysis and mapping process and (2) to collect initial jurisdiction/levee-related data, information, and documentation to help streamline and facilitate future coordination meetings. The Project Team initiated a kickoff meeting with stakeholders to introduce LAMP and to get a better understanding of the levee system. This allows FEMA to tailor a modeling and mapping approach for the levee system that meets the needs of the jurisdiction and recognizes the available data, information, and documentation, as well as the history of the levee system.
This levee work plan serves as a basis for scoping of a flood mapping project in accordance with the levee analysis and mapping procedures. From this, the City is working with FEMA and Pierce County on a plan that will hopefully result in reduced flood insurance costs for the Citizens of Orting.
